Francesca Gilli

Attaché – Cooperation, EU Delegation to Thailand

Ms. Francesca Gilli has been working in the cooperation section of the EU Delegation to Thailand since 2018, and is currently Team Leader. Previously, she worked for international non-governmental organisations in the Middle East and North Africa from 2005 to 2013. From 2013 to 2017 she was Geo-Coordinator for Tunisia at the European Commission in Brussels. Ms. Gilli has a BA degree in Oriental Languages and Civilisations and a Master degree in Development Studies.

Michael Hörig

SHARE Programme Director for DAAD, German Academic Exchange Service (DAAD)

Michael Hörig is Director of the DAAD Brussels Office. Prior to that he was the Head of Division for Strategic Planning where he supervised the work of five sections at the DAAD headquarters in Bonn, Germany: Higher Education Policy, Monitoring & Evaluation, Development Cooperation, German Studies and Studies & Research. In addition, he is responsible for the project unit that deals with the implementation of the DAAD Digitalisation Strategy. Having worked at the European level before, Michael enjoys actively participating in EU-funded projects. In the context of the SHARE Programme, Michael is active as Senior Expert in Qualifications Frameworks.  

Michael holds a degree in Political Science / International Relations from Universiteit Gent in Belgium. Before joining DAAD, he worked as a programme manager at the European University Association (EUA) in Brussels, Belgium, where he coordinated various European projects and contributed to policy development for the European Higher Education Area (EHEA). His areas of expertise include i.e. the Internationalisation of Higher Education, Qualifications Frameworks and Quality Assurance.

Darren McDermott

SHARE Team Leader, British Council

From Dublin, Ireland, Mr. Darren McDermott has been based in Asia and working in the higher education and development sector for much of the last 20 years. He re-joined the SHARE Programme in February 2020 having served as an intermittent consultant to the Programme since its inception in 2015. As Team Leader, Mr. McDermott is accountable for the overall design and delivery of the Programme’s technical outputs, leading and overseeing the cross-consortium Programme delivery team to deliver all activity in support of the Programme’s objectives. Mr. McDermott serves as the Programme’s representative and key point of contact on technical delivery for the European Union Delegation in Jakarta, the ASEAN Secretariat, all Programme partners and other relevant stakeholders.

Isara Vongkusolkit

Chairman of National Economic Reform Committee, Member of the Higher Education Commission, Honorary Chairman of The Thai Chamber of Commerce, Honorary Chairman of Mitr Phol Group

Mr. Isara Vongkusolkit is the Honorary Chairman of Mitr Phol Group (the world class sugar producers and steps into the international marketplace including investment in China, ASEAN and Australia). He was the President of Mitr Phol Group in 1989, then has become the Chairman of the Group in 2008-2020.

Mr. Vongkusolkit has served as Chairman of the Thai Chamber of Commerce during 2013-2016. After March 2017, he becomes Senior Chairman and presently Honorary Chairman. During his role, he oversaw projects to increase Thailand’s trade potential in competitive markets, as well as to decrease economic disparity in Thai society, SMEs’ Competitiveness Enhancement and nationwide policy to start & support young generation of chambers of commerce : YEC, Young Entrepreneur Chamber of Commerce. A well-known public figure, Mr. Vongkusolkit comes with a wealth of experience and management capabilities.

Mr. Vongkusolkit was a member of National Legislative Assembly during 2015-2019, also the Head of Private Sectors in the Public-Private Collaborative Committees (12 working groups). Presently he is the Chairman of National Economic Reform Committee, the Member of the Higher Education Commission,the Chairman of Sub-committee on Graduate Building and Development, the Member of the Partnership School Initiative’s Innovation Development Committee and the Board Member of NSTDA (National Science and Technology Development Board). He is also the Honorary Chairman of Thai Sugar and Bio-Energy Producers Association, and Advisor to the Board of Thailand Future Foundation.

Mr. Vongkusolkit was awarded as “Person of The Year” from the Right Livelihood Foundation in 2010 and the Masterclass Entrepreneur of the Year 2011, the Global Leadership Awards by the Leaders International Magazine of Malaysia and the Order of Friendship from Lao People’s Democratic Republic in 2016. In 2017 the royal decoration of Knight Grand Cross (First Class) of the Most Noble Order of the Crown of Thailand was royally granted to him. In March 2017, the Government of Italy bestowed upon him the decoration of Officer of the Order of the Star of Italy. In June the same year, he also was honored as Human Excellence Awards from Thammasart University in June and the Lifetime Achievement Awards from Global View Leader Forum (Taiwan) in November. In September 2018, he won “the Friendship Award” from State Administration of Foreign Experts Affairs of The People’s Republic of China, the highest yearly award for 50 foreign experts who have made outstanding contributions to the country's economic and social progress. On 9 April 2019 he was awarded “Golden Silkball Friendship Award” the highest award of Guangxi Zhuang Autonomous Region Government given to foreign experts who create outstanding works in economics, science, education, culture and hygiene in Guangxi, the People’s Republic of China. Latest on 29 June 2020 the Secretariat of the Teachers Council of Thailand, Ministry of Education, has honored him as a person that has made a great contribution to national education for the year 2020.

Mr. Vongkusolkit graduated with bachelor degree in Management from North Carolina University, at Greensboro, U.S.A. He earned the Honorary Doctorate Degree of Science in Agribusiness from Khon Kaen University in 2008 and theHonorary Doctorate Degree of Post-Harvest and Processing Engineering from Rajamangala University of Technology Isan in 2010. Doctor of Philosophy (Ph.D.) of Agricultural Research & Development from Kasetsart University in 2013, the Honorary Doctorate Degree of Business Administration (Management) from Nakhon Phanom University in 2014 and the Honorary Doctorate of Engineering from Prince of Songkla University in 2018 as well. Assoc. Prof. Bundit Thipakorn

Received a Ph.D. degree in Electrical and Computer Engineering from University of Missouri - Columbia, USA. He is an associate professor in Signal and Image processing at the department of Computer Engineering, King Mongkut’s University of Technology Thonburi (KMUTT). His research passion in engineering education has been transformed into several initiatives, in educational development, driving continuous, collaborative and transformative effort in KMUTT and Thailand higher education. Kinga Szuly

Kinga Szuly has been head of sector for higher education policy at the European Commission Directorate-General for Education, Youth, Sport and Culture (DG EAC) since 2017. The sector provides policy support to member states, ensures commission representation in the Bologna Process, and cooperates with international organisations like the OECD to provide evidence-based research on the field of higher education. Before joining DG EAC, Szuly was working in various fields at the commission, including political adviser at the representation of the European Commission in Budapest, media analysis and internal audit.

Magalie Soenen

Magalie Soenen has more than 20 years of experience in international higher education policy, on institutional level (Ghent University), Erasmus+ national agency level (EPOS) and national policy level (Ministry of Education and Training of Belgium/Flemish Community).

Magalie Soenen represents the Flemish Community in the Bologna and the ASEM processes. She was a member of the BFUG secretariat in the past and is currently co-chair of the Bologna Thematic Peer Group on Quality Assurance and co-chair of the Bologna Coordination Group on Global Policy Dialogue. She is coordinator of several European projects, within the field of quality assurance, inclusion, mobility, digitalisation and micro-credentials. She also develops the national policies concerning internationalisation and mobility in higher education.

Dr. Thérèse Zhang Pulkowski

Deputy-Director of the Higher Education Policy Unit, European University Association (EUA)

Thérèse Zhang is the Deputy Director for Higher Education Policy at the European University Association (EUA). In this capacity, she contributes to develop the Association’s work in areas such as learning and teaching in higher education, lifelong learning, global relations with other regions of the world, and European policy making in higher education at large.

Thérèse has been active in higher education policy/management and, more generally, project management in education and culture, for over fifteen years. Her experience covers activities in the field of quality management, institutional development, evaluation methodologies, and pedagogy. Thérèse holds a PhD in Romance Philology and a Master in European Studies from the Université catholique de Louvain, Belgium. She completed part of her education at the University of Bologna, Italy, and at Brown University, United States.

Tim Maschuw

Team Leader for ASEM & International Relations of the European Higher Education Area, Erasmus+ National Agency for EU Higher Education Cooperation, German Academic Exchange Service (DAAD)

Tim Maschuw has worked for the German Research Foundation (DFG) until 2013 before joining DAAD as a programme manager for postdoc funding programmes. In 2020, he joined the Erasmus+ National Agency Higher Education within DAAD as Team Leader for the “ASEM Education Process and the International Relations of the European Higher Education Area”.

DAAD’s section EU04 works intensively on the topic of micro-credentials; recently carrying out a survey among German HEIs that focussed on the use of micro-credentials in context with the HEIs internationalisation efforts. This section also hosted the event “Global Dialogue on Micro-Credentials” that brought together experts from all world regions discussing challenges and opportunities in context with the uptake of micro-credentials.

Mairéad Nic Giolla Mhichíl

Director of Micro-Credential Strategy & Innovation Head of DCU Studio, OVPAA The Ideas Lab, National Institute of Digital Learning, Dublin City University (DCU)

Dr. Mairéad Nic Giolla Mhichíl is Director of Micro-Credential Strategy and Innovation at DCU. Dr. Nic Giolla Mhichíl is collaborating at national and European level with respect to the European Micro-Credential Roadmap, where she is a recognised policy expert in this domain. She has completed the first state of the art review of global micro-credential implementation and policy and has worked with UNESCO to develop a global definition of micro-credentials under the lead of Professor Beverley Oliver. Dr. Nic Giolla Mhichíl is co-founder of the Micro-Credential observatory which curates global micro-credential research and developments. In 2020, she co-authored a Global Insights Report on micro-credentials in in 2020 and in collaboration with DCU’s Irish Institute of Digital Business and Skillnet Networks she was lead author on a publication to guide industry in its engagement with Micro-Credentials, A Micro-Credential Roadmap: Currency, Cohesion and Collaboration, as part of this work she published the First National Micro-Credential Survey of Irish Employers and Employees in 2021. Mairéad is DCU's Micro-Credential lead in the ECIU University and she is DCU's representative on the national steering Committee of Micro Creds initiative under the Irish Government’s Human Capital Initiative (HCI) see www.microcreds.ie. Mairéad is leading out as co-editor in chief  on a special issue on micro-credentials in the  International Journal of Educational technology in Higher Education (ETHE) currently available.

Sorcha Mulcahy

MicroCreds UCD Project Lead, University College Dublin

Sorcha Mulcahy is the University College Dublin (UCD) Project Lead for the MicroCreds project. MicroCreds is an ambitious 5-year, €12.3 million project, led by the Irish Universities Association, in partnership with seven Irish universities: University College Dublin, University College Cork, University of Limerick, Trinity College Dublin, Dublin City University, NUI Galway and Maynooth University.

With MicroCreds, Ireland will be the first European country to establish a coherent National Framework for quality assured and accredited micro-credentials. Project partners are working to develop, pilot and evaluate the building blocks required for a transformation in lifelong and life-wide learning through micro-credentials. MicroCreds micro-credentials will set the standard for excellence in flexible and agile learning.

Prior to moving to her current role, Sorcha was Deputy Director of University College Dublin Careers Network, and formerly a management consultant. Sorcha has an MSc. in Occupational Psychology, a BA in Applied Psychology, and a Grad. Dip. in Careers Education and Guidance in Higher Education. She has a strong interest in employability development, and how third level institutions can work with industry to help bridge skills gaps and manage talent pipelines.

Sebastian Gries

SHARE Programme Manager, German Academic Exchange Service (DAAD)

Sebastian Gries holds a degree in Politics (major), Sociology, History and Public Law from the University of Passau in Germany with an additional minor in Southeast Asian Politics and Society. He spent three semesters of his studies conducting field work and gaining practical experience in Indonesia, Myanmar and Vietnam. He served as Research Assistant in the economic cooperation and development section of the German Embassy in Yangon, Myanmar. With the German Development Cooperation (GIZ GmbH) in Jakarta, he worked for a cooperation programme funded by the German Ministry of Economic Cooperation and Development (BMZ) on bureaucracy reform and financial governance in Indonesia. Before joining SHARE in 2016, he was with the department of Southeast Asian studies at the University of Passau in Germany evaluating the ASEAN Economic Community’s impact on the Indonesian economy. In SHARE he is responsible for the delivery of the two result areas Qualifications Frameworks (QF) and Quality Assurance (QA) where he oversees the activities in the ASEAN member states as Senior Project Manager on behalf of the consortium partner DAAD.

Dr. Hazman Shah Abdullah

Quality Assurance Expert & Member of the SHARE ASEAN-European Expert Advisory Group

Dr. Hazman was a Professor of Administrative Sciences at Universiti Teknologi MARA until his retirement in 2018. During his 36 years at the university he taught, research and managed programmes and spend a good deal of time as IQA head at programme, faculty and university level. In 2015, Dr Hazman was seconded to Malaysian Qualifications Agency (MQA) as the Deputy Chief Executive Officer (Quality Assurance) until his retirement 2018 and continued to serve MQA as a Quality Assurance Expert until February 2020. In Jan 2020, he was appointed as Technical Advisory Committee member on ASEAN Quality Assurance Framework by the ASEAN Quality Assurance Network (AQAN).

He has participated in scores of international QA agency, university and programme reviews, and QA training and studies under auspices of World Bank, Asian Development Bank, Asia-Pacific Quality Network, EU-SHARE Consortium, DAAD-DIES and ASEAN Quality Assurance Network. He was a member of the MQA task force which revised the Malaysian Qualifications Framework (MQF) in 2018 and led the referencing of the MQF to ASEAN Qualifications Reference Framework (AQRF) in 2017. He is presently a member of the Finance Accreditation Council of the Finance Accreditation Agency in Malaysia. He continues to be an active contributor on quality assurance of higher education at national and international levels.

Clinical Professor Emeritus Udom Kachintorn, M.D.

Chairman of the National Reform Committee on Public Health

A former Deputy Minister of Education, who encourages and develops higher education in Thailand by supporting policies to empowering competent manpower. He received a Bachelor of Science (Medical Science) from the Faculty of Medicine Siriraj Hospital, Mahidol University followed by Residency training in Internal medicine and Fellowship training in Gastroenterology at Siriraj Hospital as well as Research fellowship training in Gastroenterology at University of California, San Diego, USA. Dr. Roger Yap Chao Jr.

Head of Education, Youth, and Sports Division, ASEAN Secretariat

Dr. Roger Chao Jr. is currently Asst. Director/Head of Education, Youth and Sports at the ASEAN Secretariat. Since 2013, he has been engaged in the international education development sector in various capacities in various organizations including UNESCO, UNICEF, the European Commission, DAAD and the British Council. Dr. Chao has published in commissioned international reports, academic journals and edited volumes, and international media on regionalization and internationalization of higher education, teacher education, recognition of higher education, education and the 4th industrial revolution, and refugee education.

He has a PhD on Asian and International Studies from City University of Hong Kong, a European Masters in Lifelong Learning: Policy and Management from a consortium composed of the Danish School of Education, Aarhus University, University of Deusto, and the Institute of Education, University of London, and a Masters in Education (Mathematics) from the University of the Philippines.

Dr. Carmen L Padrón-Nápoles

Research and Development Associate and SHARE Expert for Digital Credentials, Knowledge Innovation Centre

Carmen L Padrón-Nápoles has got a degree in Computer Engineering from Superior Polytechnic Institute José A. Echeverría, Havana, Cuba, and Ph. D. in Computer Science (Artificial Intelligence applied to eLearning) from the University Carlos III de Madrid, Spain.

Currently, she works as Research & Development Associate at Knowledge Innovation Centre, Malta and as CEO at Our Language Club, SL, an SME specialized in Research, Development and Innovation on Technology Enhanced Learning and Innovation Management. She worked in ATOS Research and Innovation as Head of the User Experience Research Line and Manager of the Technology Enhanced Learning Area of the Public Sector until May 2018.

Carmen has more than 18 years of research, development, and innovation experience related to technological support for education and learning in areas like Game-based learning, Personalization, Learning Analytics, Usability and Formal models for knowledge representation, and Emerging technologies deployment impact on learning practices. Moreover, she has been involved in the three last years in the technical development and implementation of digital micro-credentials at scale as well as the facilitation of credential transparency and portability.

Prof. Dr. Paulina Pannen

Chairman, Indonesia Cyber Education Institute

Prof. Dr. Paulina Pannen, M.L.S. earned her Doctoral degree in Instructional Design, Development and Evaluation from Syracuse University, USA.  She has over 30 years of experience in national and international education, including her tenure as director of the Regional Open Learning Center of the Southeast Asia Ministers of Education Organization (SEAMEO SEAMOLEC), Vice Rector of Academics and Student Affairs at Universitas Siswa Bangsa International, Dean of Faculty of Education at Universitas Terbuka, chairman of several task forces on higher education quality development and improvement programs under the auspices of DGHE, including the development of the Indonesian MOOCs and e-learning, distance education, educational technology and curriculum development, writes in scholarly journals, and speaks at national and international education forums. She served as Senior Adviser on Academics to the Minister of Research, Technology and Higher Education until 2019.  She recently completed her assignments for Ministry of Research and Technology/National Agency for Research and Innovation as Interim Director for Innovation System and Secretary to the Consortium of Research and Innovation for Covid-19. Currently, she is chairing the Indonesia Cyber Education Institute under the auspices of Universitas Terbuka (Open University) which offers unbundled online courses from the ICE Institute Consortium (38 higher education institutions), and also microcredential program on game developer in Indonesia.

Dr. Eddy Chong Siong Choy

Chief Technical Officer (Quality Assurance), Finance Accreditation Agency

Dr. Eddy Siong Choy Chong is Chief Technical Officer (Quality Assurance) at Finance Accreditation Agency (FAA), Malaysia. Prior to his current position, he was a Professor and Deputy Vice Chancellor for Academic Affairs and Research in one of the higher education institutions in Malaysia.

Eddy serves as a senior assessor since 2000, and is an Expert Trainer for the Malaysian Qualifications Agency (MQA). He also chaired and served as member of various panels on programme standards, accreditation of prior learning, and micro-credentials, among others.  Eddy is also a lead assessor for the ASEAN University Network-Quality Assurance (AUN-QA). He was also co-opted Director of the International Network of Quality Assurance Agencies in Higher Education (INQAAHE) in 2016-2018 and has contributed to UNESCO as a Specialist in developing the Guidelines for the implementation of Qualifications Frameworks in Asia and the Pacific. He has published more than 145 articles in journals, conference proceedings and book chapters to date, and has reviewed hundreds of journal and conference articles. Eddy obtained his BBA with First Class Honours, Master of Philosophy, and PhD from Multimedia University, Malaysia.

Datuk Shahul Dawood

Datuk Shahul Dawood was appointed as the Chief Executive of HRD Corp on 15 April 2020. He has more than 25 years of experience across numerous industries, beginning his career in the education sector as a Lecturer at Informatics College. He then rose through the ranks to become the Assistant Director of Informatics Corporate Training Malaysia, leading the organisation into the frontiers of IT Training and Education. Following his successful stint at Informatics, he moved to JobsDB, where he propelled the organisation to greater prominence, making it one of the largest jobs search portal in Southeast Asia.

An entrepreneur at heart, he left JobsDB to start My Events International, an event management company with presence in eight countries worldwide. Utilising his knowledge and experience, he expanded his business across various industries, ranging from tourism and travel, recruitment, publication, and IT solutions. He is also deeply involved in several youth-related NGOs and training activities.

Dr. Melinda Dela Peña Bandalaria

Chancellor and Professor, University of the Philippines Open University (UPOU)

Dr. MELINDA DELA PEÑA BANDALARIA is a full professor at the University of the Philippines Open University (UPOU) and has been serving as its Chancellor since 2016. She is also an Ambassador for Open Educational Resources (OERs) (2021-2022) and member of the Executive Board (2022-2025) of the International Council for Open and Distance Education (ICDE). She served as the President of the Asian Association of Open Universities (AAOU) for the term 2017-2019 and continues to be an active member of the Association’s Executive Committee to date. She has been teaching and doing research and development works on technology-enabled education for more than 25 years and has assumed a leader-ship role in the articulation and implementation of open, flexible and distance elearning (OFDeL) in the Philippines for the last 10 years. She spearheaded the development of the model where OERs and MOOCs correspond to the content of credit courses offered by various higher education institutions (HEIs) in the Philippines and the “MOOCs as OERs Model” to contribute to the continuous improvement of the quality of education in the country. She started working on the integration of the basic features of Universal Design for Learning (UDL) in 2017 in open online courses to make them more inclusive. During the COVID-19 pandemic, she developed the “Open Online Training Model” which provided an inclusive training opportunity to help the education sector immediately shift to remote instruction and continuously improve the practice from thereon. The model consists of Webinar+MOOC+Capstone Requirement. The webinar, which is open to all, provides the synchronous lecture session, the recording of which is uploaded in the MOOC site for those who want to review the discussions and those who were not able to listen to the actual webinar. The MOOC is where the participants do the learning activities and interact with fellow training participants; and the capstone requirement, usually in the form of Re-Entry Action Project (ReAPro) is for the assessment-driven certification of training completion to ensure the quality of the training program.

Suresh Punjabi

Suresh H Punjabi is a Continuing Education and Training (CET) professional with more than 22 years of management and business development experience in a private education institute, trade union training unit, a local polytechnic and now in the National University of Singapore (NUS). An individual with business acumen balanced with academic principles. He had been instrumental in all his roles leading teams in rolling out CET training initiatives for the industry.

He is currently Associate Dean in the School of Continuing and Lifelong Education at NUS. He leads his team to outreach to organisations to offer Academic and Short Courses. Besides directly reaching out to organisations, his team also reaches out to Individuals as well as Small and Medium Size Enterprises through Trade Associations and professionals through Professional Bodies.

He has graduated with a first class honours from University of Wales (Aberyswyth), then completed his Masters in Business (Information Technology) at RMIT and Masters in Arts (Education Management) at Nanyang Technological University.

Philip Masterson

Philip Masterson holds a Bachelor of Social Science in International Studies and Modern Languages from the University of Ottawa, Canada, and a Master of Arts in Global Development Studies from the Albert Ludwigs Universität Freiburg, Germany, in close collaboration with the University of KwaZulu-Natal in South Africa and Jawaharlal Nehru University of India.

He is currently the Head of Programme Officers and Senior Programme Officer of the Southeast Asian Ministers of Education Organization Regional Centre for Higher Education and Development (SEAMEO RIHED), based in Bangkok, Thailand. In his capacities at RIHED, he provides guidance to his colleagues and ensures alignment of work processes with the organisation’s strategic plan. He has also represented the Centre in various platforms throughout the region of Southeast Asia and internationally and is currently involved in leading and supporting policy dialogues and a range of projects and initiatives with regional and international partners in the field of higher education and sustainable development for the region of Southeast Asia

Dr. Diah Wihardini

Director of BINUS Global, Bina Nusantara University

Dr.Diah Wihardini is the Director of BINUS Global of Bina Nusantara University. As a Fulbright scholar, she completed her PhD in Education at UC Berkeley, had a M.Ed from Flinders University, and a B.Sc (Hons) in Mathematics and Computer Science from the University of Adelaide in Australia. Previously, Diah worked as the Manager of Learning and Faculty Development Department for BINUS International. Mathematics and statistics related courses are the courses she’s been teaching since 2003. Her research interests include item response modelling and development, international assessments, teaching and learning, and educational policy analysis.

Dr. Choltis Dhirathiti

Executive Director, AUN Secretariat

Dr. Choltis Dhirathiti is currently a Executive Director of the ASEAN University Network (AUN), an inter-governmental organization underthe ASEAN Secretariat. He is also a Lecturer in Politics at the Faculty of Political Science, Chulalongkorn University, Thailand. Choltis has been teaching normative political theory at Chulalongkorn University since 1996. His academic research interests include history of Western political thought, philosophical idealism and political ethics. His public servicesto the public sector in Thailand involve thinking-skill trainings and public sector strategies.

Choltis has worked for ASEAN University Network (AUN) since 2009 where he employs his experience on public sector strategies, policy consultancy and human resource development to the work of regional and multilateral cooperation among universities in Southeast Asia.

Dr. Kanjana Hongrat

Director of Human Resource Development Policy Centre, Office of the Education Council, Ministry of Education

Dr. Kanjana is the Director of Human Resource Development Policy Center, Office of the Education Council (OEC), Ministry of Education, Thailand. She has been in charge of the National Qualifications Framework for a decade. She currently serves as the Thai focal point for ASEAN Qualifications Reference Framework (AQRF). During her tenure at the OEC, she took part in formulate and implement the Master Plan on Implementation of the National Qualifications Framework B.E. 2019-2022 and Action Plan on Human Resource Preparation and Development in Urgently-Needed Careers for Country Development in Line with the National Qualifications Framework B.E. 2019-2022.

Dr. Kajana obtains Ph.D. in Development Education from Chulalongkorn University in 2011. She worked as a researcher before joining OEC.
